History
Herbert Consultancy was established in 2001 with Greg Herbert as one of the founding directors. The business focussed on NSW Workers Compensation matters, the auditing of wage records on behalf of WorkCover NSW and their licensed insurers as well as the provision of advice to employers in relation to premiums, classification issues and the completion of wages declarations.
In the following nearly 20 years Herbert Consultancy has established itself as a key service provider to the NSW workers compensation system in the areas of compliance, premium risk and employer support & education.
Herbert Consultancy is currently appointed to the wage audit panel servicing the needs of Insurance and Care NSW (icare).
Herbert Consultancy is also currently appointed to the separate wage audit panel servicing the needs of the State Insurance Regulatory Authority (SIRA).
Prior to the current icare and SIRA wage audit panels, Herbert Consultancy was appointed to all wage audit panels operated by WorkCover NSW since 2004, a testament to our approach, our knowledge, our ability, the value for money we provide to our clients and our standing within the industry.

Wage Audit
The Herbert Consultancy wage audit team provides professional wage audit services to icare and SIRA to support their compliance programs. Our wage audit services help these agencies achieve desired compliance outcomes within the NSW workers compensation scheme. Wage audits ensure the correct wages are used in premium calculations and that all employers are contributing their fair share of premiums.
Wages Verifications
We can engage with employers directly to review their declarations of wages prior to submission. We will work with your key personnel responsible for the preparation of declarations and inform them of the correct treatment of all relevant payroll and remuneration items as well as performing a full review of your contractors.
Advice
We provide specialised advice to accountants and businesses on specific NSW workers compensation premium issues. This can be advice on an issue relating to a specific item or advice on a broader or more general range of issues.

Greg has over 20 years experience as a CPA, starting his career as an undergraduate cadet at a Big 4 firm.
Greg is one of the founding directors of Herbert Consultancy, having set up the business in 2001. He has a wealth of experience in all technical and practical aspects of payroll and workers compensation wage auditing. He has been involved in over 5,000 wage audits either as the lead auditor or in a review & sign-off capacity. Greg was recently called as an Expert Witness by the State Insurance Regulatory Authority (SIRA) in a court case involving a non-insured employer.
Greg also has a deep understanding and interest in business, economic and strategic issues.

Geoff has over 35 years experience as a CPA in various accounting and finance roles. He joined Herbert Consultancy in 2009 and has been undertaking wage audits since 2004.

Michael has over 45 years experience as a Chartered Accountant, performing numerous roles and functions across a diverse range of industries. He joined Herbert Consultancy in 2010, after having worked as a wage auditor in another practice for the preceding 5 years.

The Employer Lookup service on icare’s website allows businesses to instantly check whether entities they deal with hold a NSW workers compensation policy. It is a ‘point-in-time’ check and provides a Statement of Coverage in instances where a policy is held.
SIRA has developed a Worker Status Tool to assist employers with the classification of contractors as either contractors, workers or deemed workers. The Tool can be accessed at:

The Tool is a useful resource, however, it is a guide only and is not binding. Formal determinations of a worker’s status can be requested from SIRA via a Private Ruling Application.
